John Hodgson II, founder and president of the
Hodgson Company
John Hodgson II
is an attorney who has specialized in land use and development,
political and regulatory issues for over thirty years. During that
time, he has developed residential and commercial properties and
managed major real estate development projects throughout the
Sacramento Valley. His expertise includes handling major land
developments throughout Northern and Central California. John Hodgson
has been a principal, consultant and project manager for several award
winning residential and mixed-use developments in the
Sacramento area.
Prior to
establishing The Hodgson Company in 1991 Mr. Hodgson was a founding
partner in the law firm of Nielsen, Merksamer, Hodgson, Parrinello
& Mueller, a leading California political and government law firm
with offices in Sacramento and Mill Valley. He represented political
organizations and trade associations and was active in numerous
political campaigns. Early in his career he served as General Counsel
to the California Republican Party.
As a graduate of
the University of California, Davis and the UC Davis Law School (King
Hall), John Hodgson stays active in both civic and volunteer
organizations. He is a Full Member of the Urban Land Institute
(ULI) and currently serves as Chair of the ULI Sacramento District Council.
He is the current Chair of the South Sacramento Habitat Conservation
Plan and is a Board Member of the non-profit HOMEAID organization. John has served multiple terms as
Chair of the Sacramento Council of the North State Building Industry
Association and was appointed by Governor Pete Wilson to serve as Chair
and Board member of the Capital Area Development Authority (CADA).
Ardie Zahedani — Associate Principal
Ardie Zahedani
is a seasoned expert in public policy, political affairs and land use
advocacy. Most recently, he
served as a lobbyist and Political Director for the North State
Building Industry Association, representing over 1,000 members of the
development community in the greater Sacramento region.
He has served as
a principal advisor to elected officials and candidates at nearly all
levels of local and state government.
Zahedani’s campaign experience and relationships are wide and
varied, including public safety unions, labor unions and business
organizations.
Prior to
representing the building industry, Zahedani served as Policy Director
to the California Lieutenant Governor, overseeing the department’s
policy staff and agenda. He is
credited with crafting successful legislation under Governors with opposing
affiliations.
Ardie’s
experience includes commercial development management, land
acquisition, and private development agreement negotiation. He has represented a group of
Southern California retail developers for a number years in successful,
but often controversial, issues and projects.
Zahedani, by appointment of the Sacramento County
Board of Supervisors, currently serves as the Chairman of the
Sacramento County Employment Opportunity Commission. In addition, he serves on the
Hemispheres’ Board of Directors, Urban Land Institute and Sacramento
Sheriff’s Children’s Advisory Board. In their spare time, Ardie and his
wife Lauren, spend time at their home in Folsom, often frequenting
local wineries. Ardie is a
graduate of the University of California at Davis.
Jeffrey B. Ray – Associate Principal
Jeff Ray, AICP, is a
highly experienced planner and entitlement manager who brings to the
Hodgson Company over 15 years of experience in the field of real estate
development. Mr. Ray has a
Master’s degree in Community and Regional Planning and has worked with
some of the state’s largest builders on a wide array of high-profile
development projects.
Having
served dual roles as both planner and entitlement manager, Jeff has
mastered the skills needed to successfully coordinate real estate
projects from conception to approval.
At the Hodgson Company, Jeff uses these acquired skills to solve
a wide range of complex issues related to land development.

Craig Hoffman, AICP — Project Manager
Craig Hoffman,
AICP, has been successful in both the public and private sector as a
project manager and land use planner. With a Master’s Degree in Rural
and Town Planning, he is able to oversee the preparation of budgets,
contract scopes and requests for proposals, interact with public
agencies and is qualified to present at public hearings. Within the private
sector, Craig has had a fundamental role in the entitlement of large
land parcels for master planned communities, commercial developments
and residential subdivisions.
Comprehensively,
his projects include: General Plan Amendments, Specific Plans, Rezones,
Williamson Act Contracts, Annexations, Processing of Entitlements from
raw land to completed projects, Tentative Subdivision Maps, Use Permits
and Design Review for large scale residential master plans, commercial
centers, multi-family projects, and mixed-use sites. With years of
field training, his experience incorporates the following territories:
Sierra County, Sutter County, City of Tracy, Town of Plymouth, Town of
Clayton, City of Ione and the City of Elk Grove.
With membership
in the American Institute of Certified Planners (AICP), Craig Hoffman
employs and abides by pristine ethics and standards of planning
practice. As a Certified Planner, he has met rigorous academic and
field requirements--qualifications which have given him an unshakable foundation
for project management.

Jeremy Goulart — Project Manager
With a Master’s
Degree in Business Administration, Jeremy Goulart is an experienced
project manager, real estate developer and public policy advocate. He
brings project management and strategic planning skills to a variety of
large scale land development projects throughout Northern California.
Assignments include: site and infrastructure feasibility studies, market
research, public finance, and various areas of pre-construction
management, advocacy, consultant coordination, and the specific plan
approval process.
Overseeing
projects, with costs that exceed $200 million, he plays an essential
role in entitlement processing, regulatory permitting, land acquisition
and financing for land development projects. Jeremy is a member of the
landowner group and its finance committee for a regional flood control
and levee improvement project. Additionally, Jeremy manages a number of
residential development projects including the Herlong Residential and
Mixed-Use Redevelopment Project--a planned community in Sierra County
intended to house the burgeoning work force associated with local
Federal installations.
Having served as
a California State Assembly Legislative Aide and Field Representative,
Jeremy Goulart has keen insight regarding local government policy. As
director of membership and professional development, he represented and
budgeted for a statewide organization. This collective acumen allows
him to triumph at every angle of project management.
